I think this one tells more of a story. We can see that there is definitely a flood. The other pic has the sign that says something is wrong but we have no idea what. I think the fact that there is a man in this photo & the school(building) across from him. It says to me that maybe he wanted to go there but the flood stopped him. That is my opinion:)
